Almost every roof failure in this county starts at the same place and for the same reason. Heat escaping from the living space warms the deck above it, snow on that part of the roof melts, and the water runs down the slope until it reaches the overhang, which projects past the wall and stays at outside temperature. There it refreezes. The next round of meltwater arrives behind a growing ridge of ice and has nowhere to go.

Shingle courses are lapped to shed water that is running downhill. Standing water works back under them, and once it is under the covering the only thing between it and the ceiling is whatever was laid on the deck first. That is why the state fixes where the ice barrier has to reach: from the eave edge to a point at least 24 inches inside the exterior wall line.
